S&P Upgrades Laos to B- After $500M Bond Sale

S&P Global Ratings upgraded Laos’s long-term credit rating to B- from CCC+ on 29 October, with a stable outlook, the Laotian Times reported on 2 November. In the Laotian Times’ reading, the new grade means the government is seen as more capable of meeting its debt payments, but serious financial risks have not gone away. S&P cited tighter government spending, efforts to stabilise the kip and recovering foreign exchange reserves, and noted 10% growth in international tourist arrivals in the first half of 2026, according to the report.

In October, Laos issued $500 million in government bonds due in 2032 at an annual interest rate of 9.625%, listed on the Hong Kong Stock Exchange, its second international US dollar bond after a $300 million issue at 11.25% in November 2025, the Laotian Times reported. Orders came to 2.9 times the amount on offer, from 86 institutional investors, according to the Ministry of Finance, and the bonds were included in the JPMorgan Emerging Markets Bond Index.

The Laotian Times noted that annual public external debt service is estimated at about $2.1 billion, and that more than 40% of public external debt is owed to bilateral creditors, mainly China, with the resumption of full repayments remaining a risk according to S&P. Laos and Hong Kong also signed a double-taxation agreement on 29 October, which will enter into force once each side has finished its approval process.
