AMRO: China-Lao e-CNY Link Is a New Model for CBDC Payments

The ASEAN+3 Macroeconomic Research Office (AMRO) published an analysis on 2 November of the China-Lao PDR Cross-Border Digital Payment Connect, which the People’s Bank of China and the Bank of the Lao PDR launched in Nanning on 18 September 2026. The link connects China’s e-CNY, a retail central bank digital currency (CBDC), to Laos’s national payment network, LAPNet. AMRO said that unlike most QR payment links in the region, which connect accounts at commercial banks and e-money providers, this one links a CBDC to a domestic network while keeping settlement in local currency.

In practice, a Chinese customer scans a participating Lao merchant’s QR code, reviews the exchange rate and fees, and confirms payment from an e-CNY app; the payment is routed through LAPNet and the merchant receives kip, AMRO said. The link supports QR codes from 17 LAPNet members, 15 banks and two e-money providers. AMRO cited cooperation between the two central banks dating to a memorandum of understanding signed in March 2024 and amended in June 2026, and noted that more than 1.16 million Chinese visitors travelled to Laos in 2025.

AMRO said adoption will depend on wider reach, reliable service and careful sequencing, and recommended tracking indicators such as active users, payment success rates, refund and fraud rates, average fees and exchange-rate spreads. It said settling in kip helps preserve monetary sovereignty, and that authorities may wish to monitor signs of currency substitution, compliance with capital-flow rules and anti-money-laundering risks as volumes grow. The e-CNY is issued by China’s central bank and is not a cryptocurrency.

This is not investment advice.
