ເງິນຄຣິບໂຕ ບໍ່ແມ່ນເງິນ ແລະ ບໍ່ແມ່ນເຄື່ອງມືຊຳລະທີ່ຖືກຕ້ອງຕາມກົດໝາຍ ຂອງ ສປປ ລາວ (ແຈ້ງການ ທະນາຄານແຫ່ງ ສປປ ລາວ ເລກທີ 156/ຫກ, ລົງວັນທີ 11 ສິງຫາ 2021).

Vietnam’s Minister of Finance issued Circular 165/2026/TT-BTC on 31 October, setting out reporting and information-disclosure rules for the country’s pilot crypto-asset market under Government Resolution 05/2025/NQ-CP, according to the legal database Thu Vien Phap Luat. The circular takes effect on 18 December 2026. It applies to crypto-asset service providers, crypto-asset issuers, and organisations and individuals investing or operating in the market, Stockbiz reported, republishing a Vietnamese financial newspaper.

Under the circular, reports and disclosures must be accurate, truthful, timely and complete, and changes must be updated promptly with reasons. Service providers and issuers must disclose information in both Vietnamese and English, with the Vietnamese version prevailing in case of differences, and must keep disclosed information for at least 10 years. A service provider must publish its decision to admit a crypto-asset for trading on its website at least seven days before trading starts, and must give the same seven days’ notice before cancelling or restricting trading. During trading hours, providers must publish data such as the latest price and volume, the day’s high and low, and at least the three best bid and ask prices.

The circular names the State Securities Commission as the body that receives reports. Service providers must report the previous day’s trading by 15:00 each day, report weekly on custody, and report before changing how customer assets are split between hot and cold wallets. Within 24 hours of detecting an IT incident that affects customer transactions, a provider must report it to the State Securities Commission with a remediation plan. Senior managers and their related persons must report at least three days before trading a crypto-asset listed on their own platform, Stockbiz reported.
