Binance Reopens Withdrawals in Phases, Sees $3.64B Net Outflow

Binance began reopening withdrawals in phases on Sunday, 1 November, after last week’s hack, which the exchange estimated at about $6.3 billion. The first phase started at 06:00 UTC (13:00 Vientiane time), and Binance said withdrawals were live on all 15 networks and assets in that phase by 12:36 UTC (19:36 Vientiane time), CNBC reported. Binance’s Recovery Update #4 lists the 15 phase-one networks as BTC, ETH, BSC, TRX, SOL, XRP, ZEC, DOGE, TON, Polygon, AVAX C-Chain, Arbitrum, Base, Optimism and SUI. Binance said more networks will follow only after each one passes security and stability checks.

In a post on X, Binance said it processed $4.65 billion in withdrawals and $1.01 billion in deposits between 06:00 and 15:30 UTC (13:00 to 22:30 Vientiane time) on 1 November, a net outflow of $3.64 billion, according to CNBC. That equals 2.1% of Binance’s $171 billion in total assets, based on its proof-of-reserves data as of 28 October. Binance said withdrawal volumes had declined and were stabilising after an initial spike.

In its Recovery Update #4, published on 1 November, Binance said it has covered about 95% of the impacted amount, up from 90% in its previous update. It said the remaining 5% are less liquid tokens that take longer to buy at the required scale. “Binance will bear the financial impact of the stolen funds,” the exchange said, adding that the losses will not be passed on to users. Binance said it will publish a post-incident report once its investigation is complete.
